Candidate Development

The RCDP’s Candidate Development Program is dedicated to identifying, training, and empowering the next generation of Democratic leaders.

Our Chair,

Joy Silver

Joy Silver, first elected in November 2022 to serve out a vacated position is now serving her second term as Chair of the Riverside County Democratic Party. A former Vice President of Democratic Women of the Desert, she ran as the CA State Party endorsed Candidate for State Senate in 2018, where the GOP candidate only won by 3%.

She is a founder of the activist group Courageous Resistance-Indivisible of the Desert, fighting for equality, equity and inclusion in the wake of the 45th president’s election. Joy is a guest host monthly on The Snowstorm with Nicholas Snow and was the host of a radio show and podcast OutSpoken, with producer John McMullen, taking on the challenges of our times.

Joy Silver has over 40 years of experience in executive management, healthcare, affordable housing, senior living, community planning and business and economic development, serving underserved communities. From 1997 until 2011, as a CEO and visionary she developed, planned and found financing for LGBT senior living communities in multi-states. She became a California state licensed senior care administrator and ran senior care residences for Merrill Gardens. Prior to moving west, she was Chief Strategy Officer of a New York City Women’s Reproductive Medical Center, where she led a team of medical professionals and support staff in providing quality comprehensive care to more than 40,000 patients each year.

Today, she is the Chief Strategy Officer and Regional Director, Southern California, for Community Housing Opportunities Corporation (CHOC). CHOC is an affordable housing developer that has delivered needed services to thousands of low-income individuals and families and headquartered in Fairfield, California and Palm Springs, CA.

Overview

The Riverside County Democratic Party is dedicated to fighting for a brighter, more equitable future by rolling up our sleeves and organizing in every corner of Riverside County. Our mission is to build a better California for all, ensuring that every voice is heard and represented. By focusing on the unique needs and challenges of our diverse communities, we strive to create meaningful change and foster a more inclusive, just society.

Our Mission

The Riverside County Democratic Party will develop and support progressive Democratic candidates for office, increase Democratic voter registration and turnout, while maximizing fund-raising efforts for these purposes.


Voter Registration

Throughout the year, in every community of Riverside County, we are diligently registering new Democrats to vote. Voter registration is a crucial first step in increasing political engagement and ensuring that every voice is heard. By signing up new voters, we empower individuals to participate in the democratic process, influence policy decisions, and shape the future of our community. Thanks to our dedicated efforts in recent years, Democrats now outnumber Republicans in the county, reflecting our commitment to expanding and energizing our voter base.


Precinct Organizing

The RCDP has established the Neighborhood Dems program to enlist passionate Democrats as Neighborhood Leaders. In this volunteer role, they serve as trusted advisors and mobilizers within their communities. This position empowers them to connect with fellow Democrats, encourage civic engagement, and boost voter turnout.

Neighborhood Dem Leaders work closely with the Riverside County Democratic Party’s Political Action Committee, spearheading organizing activities within their assigned precincts. By becoming Neighborhood Dem Leaders, they foster a stronger sense of community and drive positive change at the grassroots level.


Candidate support

We have a comprehensive plan to recruit, train, and support strong Democratic candidates at all levels, including local offices like city councils, school boards, and special districts. Additionally, we work closely with local, regional, and state Democratic groups to support existing campaigns. This dual approach ensures that we are not only building a robust bench of future leaders but also providing crucial support to current Democratic candidates to help them succeed.


GOTV

The RCDP is engaged in a long-term strategic plan to increase voter turnout. This perennial effort will outlast the current campaign cycle and will focus on building a stronger, more engaged voter base.
