Riverside County Democratic Party Chair Joy Silver Hails Governor Newsom’s Call for Redistricting

Riverside County, CA – Joy Silver, Chair of the Riverside County Democratic Party, today announced her strong support for Governor Gavin Newsom’s proposal to place a statewide ballot measure before California voters in November, 2025, allowing mid-decade redistricting if other states change their congressional maps before the next scheduled redistricting in 2030.

“This is about fairness, accountability, and protecting our democracy from partisan power grabs,” said Silver. “Our country desperately needs a check on Donald Trump’s power. If Texas and other Republican-held states try to rig the rules to send more MAGA extremists to Washington next year, California has a duty to the country to stand up and act.”

Silver emphasized that the proposal is not a partisan gerrymander but a safeguard against one-sided manipulation of congressional representation. “California’s process will still be in the hands of the independent citizens commission, not politicians. But we will not stand by while Republicans in other states rewrite the rules mid-game to keep control of Congress,” she added.

The Governor’s proposed ballot measure will go to voters statewide in a Special Election on November 4, 2025. If approved, the measure would authorize the independent redistricting commission to revise California’s maps mid-decade if other states change theirs, ensuring that Californians’ representation in Congress remains fair and proportional.

“Trump and his allies have made it clear they will do whatever it takes to cling to power,” said Silver. “California must be ready to respond, and vote, in November if we want to keep our democracy.”

Riverside County Democratic Party Demands Action on Oversight of Sheriff’s Department

The Riverside County Democratic Party (RCDP) strongly supports Supervisor Medina’s motion to establish civilian oversight of the Riverside County Sheriff’s Department, which will be brought before the Board of Supervisors on Tuesday, July 29. This is a long-overdue step toward transparency, accountability, and public trust.

The vote will take place during the Riverside County Board of Supervisors meeting at 9:30 AM at the County Administrative Building, 4080 Lemon St, 1st Floor, Riverside, CA 92501. Residents are encouraged to attend in person, call in, or submit public comment online ahead of the meeting.

“We applaud Supervisor Medina’s leadership and stand firmly behind his motion for civilian oversight,” said Anyse Smith, Chair of the Assembly District 47 Caucus, Riverside County Democratic Party. “There is no justification for continuing to allow a law enforcement agency to operate without basic transparency. The numbers are staggering, and the time for excuses has long passed.”

The data speaks for itself:

  • 68 people have died in custody since 2019
     
  • 47 of those deaths occurred in just the past four years
     
  • Riverside County has the second highest in-custody death rate in the nation (The New York Times)
     
  • Six of those deaths were ruled homicides
     
  • A recent Grand Jury report found a lack of basic safeguards in the jails

These are not just statistics. They represent real lives lost under a system with no meaningful oversight.

This vote presents a critical opportunity for the Board of Supervisors to restore public trust. The residents of Riverside County are watching closely.

“We expect our Supervisors to take this vote seriously,” said Lou La Monte, Communications Chair of the Riverside County Democratic Party. “Their decision will send a clear message about their priorities. And we believe the public will remember who chose courage over complacency.”

California Democratic Party Online ADEM Voter Registration Deadline Extended

Due to the devastating wildfires affecting our state and their impact on our communities, we are extending the California Democratic Party online ADEM voter registration deadline from January 24th to January 31st statewide.

Important Dates: If you register online by January 24th at 12:00 PM (Noon): You will receive your online ballot credentials according to the original schedule. If you register online between January 24th at 12:00 PM and January 31st at 12:00 PM: You will receive your online ballot credentials after registration closes. Final voting deadline: All votes must be submitted by February 23rd at 6:00 PM, either electronically or in-person.

The safety of our communities remains our top priority, and our thoughts are with all those affected by these wildfires.

Blueprint for Democracy: Malia Cohen

California State Controller Malia Cohen will be the next speaker featured in our Blueprint for Democracy Speaker Series. Register now for the event on January 18th at 2:30 p.m. (doors open at 2 p.m.) at the Fox Theater at 60 W. Ramsey Street, Banning.

About Malia:

Malia Cohen has dedicated her career to public service, focused on making our public dollars work for each and every one of us. That’s why we need her in the Controller’s office.

As the first Black woman elected to the California State Board of Equalization, Malia sees how unequal funding affects communities – that’s why she believes how we spend our resources is a statement of our values.

As Chair of the State Board of Equalization, Malia works to provide tax relief for Californians reeling from the pandemic, while holding corporations accountable for paying their fair share. She also cut wasteful spending and launched a Property Tax Modernization Initiative to ensure that the state administers property taxes more efficiently and fairly.

On the San Francisco Board of Supervisors, she led efforts to divest the city’s pension fund from fossil fuels, oversaw the adoption of an $11 billion budget as Chair of the Budget and Finance Committee, and fought to increase the minimum wage. She also served as President of the San Francisco Employee Retirement System (SFERS), where she helped manage the $22 billion fund, successfully passed a soda tax that generated more than $14 million in revenue to help fund public health measures in San Francisco, and served as Chair of the Budget and Finance Committee, which oversaw appropriation ordinances, bond issues, taxes, fees, and other revenue measures

Malia was born and raised in San Francisco and attended public schools in the City. She earned a BA from Fisk University and a Master’s in Public Policy and Management from Carnegie Mellon University. She’s running for Controller to build a fairer, more equitable California for all.
